Staff Data Requests for the Elk Hills Power Project

Elk Hills Power, LLC, a subsidiary of Occidental of Elk Hills, is proposing to construct and operate a nominally rated 500 megawatt (MW), natural gas-fired, combined cycle electric generating power plant in Kern County. The plant is proposed to be built approximately 25 miles west of the city of Bakersfield in the Elk Hills region. The project will require construction of a 2,500-foot natural gas pipeline, a 9-mile 230 kilovolt (kV) transmission line that will interconnect with Pacific Gas and ElectricÕs (PG&E) transmission system at either a new substation near Tupman, California, or at PG&EÕs Midway Substation at Buttonwillow, a 10-mile water line connected to the West Kern Water District pumping station adjacent to Highway 119 and Tupman Road, and a 4-mile wastewater pipeline to new deep injection wells south of the project site on Occidental property.
The Energy Commission staff has begun its evaluation of the project and has prepared data requests to obtain additional information from Elk Hills Power, LLC. The purpose of the workshop is to discuss and explain the data requests and to provide Elk Hills Power, LLC and the public an opportunity to ask clarifying questions. Data requests are being made in the areas of air quality, hazardous materials management, traffic and transportation, visual resources, cultural resources, biological resources, and transmission system engineering.
