NOTICE OF PUBLIC WORKSHOPS TO DISCUSS THE
PRELIMINARY STAFF ASSESSMENT OF THE
ELK HILLS POWER PROJECT
APPLICATION FOR CERTIFICATION (99-AFC-1)



Elk Hills Power, LLC, is proposing to construct and operate a nominally rated 500 megawatt (MW), natural gas-fired, combined cycle electric generating power plant in Kern County. The plant is proposed to be built approximately 25 miles west of the city of Bakersfield in the Elk Hills region. The power plant and related facilities, such as the electric transmission line, natural gas pipeline, and water lines, are under the California Energy Commission's (Energy Commission) siting authority.

The Energy Commission is responsible for reviewing and ultimately approving or denying licenses for thermal electric power plants, 50 MW and greater, proposed for construction in California. The Energy Commission's facility certification process carefully examines public health and safety, environmental impacts and engineering aspects of proposed power plants, and all related facilities. The Energy Commission's responsibilities are similar and equivalent to those of a lead agency under the California Environmental Quality Act.

On November 19, 1999, Energy Commission staff will issue its Preliminary Staff Assessment (PSA) of the Elk Hills Power Project Application for Certification, with the exception of Soils and Water Resources, which will be filed December 6, 1999. You can obtain a copy of the PSA by calling Chester Hong at (916) 654-4235, or view and print the document from the Energy Commission Web site (note the Web site address below). The staff will be conducting workshops to discuss the PSA and take comments from the public; intervenors; local, state and federal agencies; and the applicant. These comments will be considered for inclusion in staff's Final Staff Assessment to be completed in the future. The public intervenors, and local, state and federal agencies are encouraged to attend and participate. The workshops will be held:

Wednesday, December 1, 1999
