I. NOTICE OF REVISED SCHEDULE
PLEASE TAKE NOTICE THAT the schedule for evidentiary hearings in this proceeding has been REVISED. The previously scheduled hearing on March 7, 2000, has been cancelled. Those topics (Biological and Soil and Water Resources) previously scheduled for March 7, 2000, have been moved to our previously scheduled backup day of March 9, 2000. The March 9 hearing likely will be extended into the evening hours (but no later than 9 p.m.) so that we may complete the topics. However, a new backup date for Biological and Soil and Water Resources is now March 23, 2000. All proceedings will be held in First Floor Hearing Room A.
The Revised Schedule for the Committee (Commissioners Moore and Pernell) to conduct Evidentiary Hearings is as follows:

At these hearings, the parties (Applicant, Staff, and Intervenors) will present evidence consisting of sworn testimony and exhibits on each topic area. Unless a party's written request for a change is granted, presentations will follow the agenda reflected on ATTACHMENT A.
ATTACHMENT B is a proposed Exhibit List for the proceedings thus far. Parties should submit their additions/modifications, or their own Exhibit List with their prefiled testimony.
We understand that the Final Determination of Compliance (FDOC) from the San Joaquin Valley Unified Air Quality Control District (SJVUAQCD) has been delayed. Accordingly, a separate revised schedule will be published to set hearings for Air Quality and Alternatives.
A. PUBLIC PARTICIPATIONMembers of the public and interested governmental agencies are invited to attend these hearings and may offer unsworn public comment upon the matters discussed. These public comments will be entered into the record of the proceeding and may be used to supplement or explain the evidence of record. Public comments by themselves, however, are not sufficient to support a finding of fact or a decision on an issue.

III. REVISED HEARING ORDER
Based upon this Notice, the following filing schedule shall apply.

FRIDAY, FEBRUARY 25, 2000 Parties file Opening Briefs on all topics from January/February hearings. FRIDAY, FEBRUARY 25, 2000 Other Parties file prepared testimony and resumes of witnesses on Biological Resources, and Soil and Water Resources. WEDNESDAY MARCH 7, 2000 CANCELLED THURSDAY, MARCH 9, 2000 Evidentiary hearings in topic areas of Biological and Soil and Water Resources as set forth in Attachment A. THURSDAY, MARCH 23, 2000 Evidentiary hearings [if needed] in topic areas of Biological and Soil and Water Resources as set forth in Attachment A. 10 days (holidays and weekends excluded) after the Parties *receive final transcripts of the Biological and Soil and Water Resources proceedings. Parties file Opening Briefs on Biological and Soil and Water Resources. 7 calendar days after filing of Opening Briefs on Biological and Soil and Water Resources. Parties file Reply Briefs on Biological and Soil and Water Resources.

IV. FILING REQUIREMENTS
Filings shall be served upon all parties to this proceeding and the Commission's Docket Unit, 1516 Ninth Street, MS-4, Sacramento, CA 95814. Each party is responsible for ensuring that its respective submissions are received no later than 5:00 p.m. on the dates indicated. Identify all documents with "Docket No. 99-AFC-1."
