INFORMATIONAL HEARING &
SITE VISIT

EL SEGUNDO POWER REDEVELOPMENT PROJECT
Application For Certification Docket # 00-AFC-14












The California Energy Commission is the State agency granted exclusive authority to review and license proposals to construct and operate large electric power plants. El Segundo II, LLC., has filed a proposal to construct a replacement power plant project at the existing El Segundo Generating Station on Vista Del Mar in the City of El Segundo. A Committee of the Commission will begin the regulatory review process by conducting a Public Informational Hearing and Site Visit as described below:

Purpose of Hearing:

The Informational Hearing and Site Visit are the initial steps of the Commission's public power plant certification process, which contains requirements equivalent to those under the California Environmental Quality Act (CEQA) to review all relevant environmental and engineering aspects of the proposed project.

At the Informational Hearing, members of the general public, landowners, and representatives of other governmental agencies will have an opportunity to obtain information and offer comments on the proposal. The Applicant, El Segundo II, LLC., will explain its plans for developing the proposed site and related facilities. The Energy Commission staff will explain the regulatory review process and staff's role as independent experts in analyzing the project. The Applicant and the staff will also discuss possible issues that may be significant during the remainder of the proceeding.

Site Visit:

The Informational Hearing will be preceded by a Site Visit during daylight hours, at 3:00 p.m. at the El Segundo Generating Station. Persons intending to attend the Site Visit should gather at El Segundo City Hall for bus transportation to the power plant site. The bus will return to City Hall before 5:00 p.m.

Project Description:

EL Segundo Power II LLC proposes to replace existing El Segundo Generating Station (ESGS) Units 1 and 2 in the City of El Segundo with a natural gas-fired combined cycle electric generation facility. The ESGS is a 33 acre site on Santa Monica Bay, bordered by the Chevron Marine Terminal to the north, Vista Del Mar and the Chevron Refinery to the east, and 45th Street in the City of Manhattan Beach to the south. The existing ESGS Units 3 and 4 located adjacent to Units 1 and 2 will not be modified by this project. The new combined cycle facility is expected to generate 630 megawatts (MW) under nominal conditions. This is 280 MW more than the old Units 1 and 2 were capable of generating when operating.

The project will use Selective Catalytic Reduction (SCR), a dry, low NOx combustor and an oxidation catalyst system to reduce air emissions. The project will not require new off-site transmission lines or natural gas pipelines. The new units will use the existing seawater cooling system without modifying the intake or outfall structures and lines, and without modifying the flow rates and capacity. New pipelines include two water supply lines occupying a single trench in El Segundo city streets and a sanitary discharge pipeline within Manhattan Beach city streets. An ammonia pipeline will be installed in the directly adjacent Chevron marine terminal property to deliver ammonia to the site for SCR.

In order to assist participants in understanding the project, the Commission Staff will prepare and file by February 23, 2001 an Issue Identification Report summarizing the potential major issues in the proceeding.
