The California Energy Commission El Segundo Committee (Committee) is reviewing an Application for Certification (AFC) by the EL Segundo Power II LLC to replace existing El Segundo Generating Station (ESGS) Units 1 and 2 in the City of El Segundo with a 630-megawatt, natural gas-fired, combined-cycle electric generation facility.

The Committee will conduct a second Prehearing Conference covering all impacts of the proposed power plant. The parties, public, and interested agencies are encouraged to attend and make comments on the topics to be discussed listed in the side bar. Written comments on the workshop topics can be submitted to the Energy Commission, Docket Unit (00-AFC-14), 1516 - 9th Street, Sacramento, CA 95814 before January 3, 2003.

Documents: The Applicant's information concerning the potential impacts as well as proposed conditions is found in its AFC and data responses. In addition, the Staff of the Energy Commission has published an independent analysis in the Final Staff Assessment (FSA) released September 11, 2002 and an Errata released November 1, 2002. The FSA evaluates potential project impacts, mitigation, and proposed conditions of certification for each topic listed in the side bar. On December 13, 2002, the Staff republished its proposed Conditions of Certification following discussion at the first Prehearing Conference.

Prehearing Conference ­ Procedures:

Prehearing Conference Statements filed by January 3, 2003

The Committee will conduct a second Pre-hearing Conference to assess readiness for evidentiary hearings, to identify areas of agreement and dispute, and discuss procedures for the evidentiary hearing. Only parties may present evidence that will become part of the record upon which the Committee's Proposed Decision is based, members of the public, groups, or agencies may petition to become an intervenor in the proceeding. (See below for details and deadline)

During the Prehearing Conference, the Hearing Officer will maintain a list of topics (See Appendix A) which will include, among other things, an indication of whether any party requests an opportunity to present evidence or cross-examine a witness on that topic and the nature of the expected testimony. As indicated on Appendix A, some topics have been determined to be uncontested.

Any party intending to present a witness at the evidentiary hearing shall file and serve a statement identifying the issue to be presented and the name of the witness(es) on or before January 3, 2003. The statement shall include a description of any potential legal issue and a description of the factual evidence potentially in dispute and the nature of the party's intended testimony.
