NOTICE OF RECEIPT
PETITION TO AMEND
THE ENERGY COMMISSION DECISION FOR THE
GATEWAY GENERATING STATION (00-AFC-1C)
On January 16, 2008, Pacific Gas and Electric Company (PG&E) filed a petition with the California Energy Commission requesting to modify the Gateway Generating Station (formerly Gateway Power Plant Unit 8). The 530-megawatt project using General Electric 7FA turbines, was certified by the Energy Commission on May 30, 2001. Construction of the facility started late in 2001, but, due to financial difficulties of the owner, Mirant Delta, LLC., was suspended in February of 2002. On July 19, 2006, the Energy Commission approved PG&E as co-owner of the project with Mirant Delta, LLC. On January 3, 2007, the Energy Commission approved PG&E's petition to remove Mirant Delta, LLC. as a co-owner and change the name of the facility to the Gateway Generating Station. PG&E restarted construction in February of 2007. The facility is approximately 33% completed. The facility is located at 3225 Wilbur Avenue, east of the city of Antioch, in Gateway County.
DESCRIPTION OF PROPOSED MODIFICATION
The modifications proposed in the petition are due to air quality changes in best available control technology (BACT) since the time of the decision, and specifies different air emission rates. If approved, the equipment description would change and several Air Quality Conditions of Certification would be modified as follows:
- Replace the permitted natural gas-fired preheater with a smaller dewpoint heater and increase allowable daily hours of operation;
- Increase the allowable emission rates for the gas turbines during startup operations;
- Reduce the permitted hourly emission rates for NOx, CO, and PM10, based on current BACT and on operating experience from other 7FA gas turbine facilities;
- Increase the daily and annual emission rates for CO, based on operating experience from other 7FA gas turbine facilities;
- Increase the allowable emission rates for the gas turbines and heat recovery steam generators during commissioning activities, based on recent project experience; and
- Addition of a 300 hp Diesel fire pump at the facility.
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's Decision and to determine whether the project, as modified, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, Calif. Code of Regulations, section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.
This Notice of Receipt is being mailed to interested parties and property owners adjacent to the project site who may want to participate in the amendment process.
