Notice of Public Informational Hearing & Site Visit

The California Energy Commission is the State agency granted exclusive authority to review and license proposals to construct and operate large electric power plants. GWF Energy LLC has filed a proposal to construct a peaker power plant project adjacent to the existing PG&E Henrietta Substation near the City of Lemoore in Kings County. A Committee of the Commission will begin the regulatory review process by conducting a Public Informational Hearing and Site Visit as described below:
Purpose of Hearing:: The Informational Hearing and Site Visit are the initial steps of the Commission's public power plant certification process, which contains requirements equivalent to those under the California Environmental Quality Act (CEQA) to review all relevant environmental and engineering aspects of the proposed project.

At the Informational Hearing, members of the general public, landowners, and representatives of other governmental agencies will have an opportunity to obtain information and offer comments on the proposal. The Applicant, GWF Energy, will explain its plans for developing the proposed site and related facilities. The Energy Commission staff will explain the regulatory review process and staff's role as independent experts in analyzing the project. The Applicant and the staff will also discuss possible issues that may be significant during the remainder of the proceeding.

The Informational Hearing will be preceded by a Site Visit during daylight hours, at 3:30 p.m. Persons intending to attend the Site Visit should gather at the Lemoore City Hall parking lot. The Applicant will provide bus transportation.

Project Description:

GWF Energy LLC is seeking approval of a 4-month expedited Application for Certification from the California Energy Commission for the construction and operation of the Henrietta Peaker Project. The project is to the south of and contiguous to Pacific Gas and Electric Company's Henrietta Substation, which is approximately 20 miles southwest of Hanford, in unincorporated Kings County, California.

The project is a nominal 91.4-megawatt, simple-cycle power plant, on a seven-acre fenced site within a 20-acre parcel The project will consist of the power plant, an onsite 70-kilovolt (kV) switchyard, and approximately 550 feet of new 70-kV transmission line. Natural gas for the facility will be delivered via approximately 2.2 miles of new 12-inch pipeline that will connect to the existing Southern California Gas Company (SoCalGas) Line 800 transmission pipeline, approximately one mile south of the intersection of 25th Avenue and the Avenal Cutoff.

The project will use two General Electric LM6000 PC Sprint combustion turbine generators (CTGs), each with a base load nominal output of 46.9 MW at annual average conditions.

In order to assist participants in understanding the project, the Commission Staff will prepare and file by November 5, 2001, an Issue Identification Report summarizing the potential major issues in the proceeding.
