NOTICE OF RECEIPT
The California Energy Commission received a petition dated August 26, 2004, from High Desert Power Project, LLC (HDPP) to modify the air quality conditions of certification regarding the duration of startups and other minor modifications for the High Desert Power Project. The 830 megawatt natural gas-fired combined cycle project was certified on May 3, 2000, and began commercial operation on April 22, 2003. The facility is located in the City of Victorville, San Bernardino County, California.
DESCRIPTION OF PROPOSED CHANGES
The proposed changes pertain to the air emission requirements during startup and shutdown of the combustion turbines. In addition, HDPP's petition proposes to simplify emission tracking by replacing startup and shutdown emission limits for each of the individual three combustion turbine generators with combined limits for all CTGs. There would be no change in the combined total emission limits. The petition also proposes to base sulfur dioxide (SO2) emission rates on a higher heating value. This would not change the actual emission rates. HDPP also proposes a number of changes described as minor administrative changes. HDPP states that its proposed modifications do not result in an increase in any current emission limits.
