NOTICE OF A STAFF WORKSHOP
FOR THE HIGH DESERT POWER PROJECT
APPLICATION FOR CERTIFICATION
(97-AFC-1)

The High Desert Power Project, Limited Liability Company (HDPP) is proposing to construct and operate a 680 to 720 MW natural gas fueled electricity generation power plant. The proposed project is to be located in the northeast corner of the Southern California International Airport (formerly George Air Force Base), in the city of Victorville, in San Bernardino County, California. The power plant and related facilities, such as the electric transmission line, natural gas pipeline and water lines, are under the California Energy Commission's (Energy Commission) siting authority.

On April 12,1999, the applicant submitted its evaluation of alternative water supplies for the High Desert Power Project. On May 6, 1999, the applicant submitted a Joint Environmental Impact Mitigation Proposal of the Applicant and California Unions for Reliable Energy. These filings, as they relate to water resources, were discussed during a noticed conference call on May 13, 1999. On June 8, 1999, staff intends to file its draft ground water analysis and significance criteria. Staff has also identified issues regarding the applicant's proposed hazardous materials management mitigation proposal. Staff will hold a public workshop on June 15, 1999, to discuss the applicant's and staff's water resources analyses, biological resources issues associated with the water supply for the project, and hazardous materials management. The times and place of the workshop are as follows:
