Notice of Staff Workshop and Public Meeting on
Supplement C to the Application for Certification for
he Highgrove Project (06-AFC-2)

The California Energy Commission staff will conduct a workshop regarding Supplement C to the Application for Certification (AFC) for the proposed Highgrove Project located in Grand Terrace, California, San Bernardino County. All interested agencies and members of the public are invited to participate.

Purpose

The staff of the Energy Commission will conduct a workshop covering information contained in Supplement C to the AFC submitted on June 26, 2007, for the proposed Highgrove Project. The purpose is to discuss the applicant's revisions to the planned sources of water for plant processes, the treatment and disposal of wastewater, and the construction of a 1.3-mile water supply pipeline. The workshop will provide an opportunity for the public and other interested parties to discuss the information and project changes contained in Supplement C. Subjects to be covered include: Project Description, Air Quality, Cultural Resources, Soil and Water Resources, and Waste Management. Other areas may be discussed as necessary.

Background

On May 25, 2006, AES Highgrove, LLC, a wholly-owned subsidiary of AES Corporation, filed an Application for Certification (AFC) for the Highgrove Project, seeking approval from the Energy Commission to construct and operate a nominal 300 megawatt simple-cycle power plant in the City of Grand Terrace in San Bernardino County. The proposed project site is an approximately 10-acre parcel at 12700 Taylor Road, north of the intersection of Taylor Road and Main Street. On July 19, 2006, the Energy Commission accepted the AFC as complete, which initiated Energy Commission staff's independent review of the proposed project. Subsequent delays to the project schedule have resulted from proposed changes to the South Coast Air Quality Management District's Priority Reserve Rules and the work of the applicant to revise the plant process water sources and wastewater management regimen. The applicant's revisions are detailed in the Supplement C to the AFC that will be the focus of this workshop.
