Notice of Siting Committee Workshop for the
AES Huntington Beach Retool Project (00-AFC-13C)
to Discuss the Impingement and Entrainment Study and
Staff's Impacts Analysis and Recommendations
The California Energy Commission Siting Committee will conduct a workshop to discuss the Impingement and Entrainment Study and Staff's Impacts Analysis and recommendations which are based on that study.
Energy Commission staff have reviewed the study results and are currently completing their Impacts Analysis Report which will be available on the Commission's web site at: (www.energy.ca.gov/sitingcases/huntington beach/compliance/) no later than July 14, 2006. Energy Commission staff will separately notice the availability of the Impacts Analysis Report. Following the workshop, the Siting Committee will consider the comments it receives and a final recommendation will be made to the Commission. A public hearing for the purpose of approving or denying the recommendations will be held at a regularly scheduled Energy Commission business meeting.

The purpose for this workshop is to allow the technical working group, which includes Energy Commission staff, agencies, and the project owner, to present their analyses and recommendations based on the results of the Impingement and Entrainment Study. The Siting Committee would like to allow the public and other agencies an opportunity to review the study and staff analysis and provide comments prior to the Committee making a final recommendation to the Commission at a regularly scheduled business meeting.
AES Huntington Beach Retool Project was certified by the Energy Commission on May 10, 2001. A Petition for Reconsideration was filed by AES on June 11, 2001. On July 11, 2001 the Commission conducted a hearing to review the written comments filed in the proceeding and to hear oral argument from the parties and public. The Commission granted the Petition for Reconsideration on July 11, 2001. Units 3 and 4 (225 megawatts each) became operational on January 1, and August 7, 2003, respectively. The units use the existing cooling water intake and outfall structures which are located approximately 1,500 feet offshore. This operation causes impingement and entrainment of aquatic resources in the cooling water intake structure.
The Commission's Decision on this project required the project owner to fund and participate in a one-year monitoring program of Huntington Beach Generating Station impingement and entrainment losses, conduct a cumulative effects analysis on nearshore fish populations, and if appropriate provide mitigation. The results of that report, the staff analysis of the report and the proper level of mitigation are the subject of this workshop.
Parties wishing to file written comments for presentation at the workshop are encouraged to submit them by noon on July 24, 2006. Additional comments will be accepted through 5:00 p.m. on August 2, 2006.
