HUNTINGTON BEACH RETOOL PROJECT

Purpose: The California Energy Commission staff will hold an Issue Identification workshop for the Huntington Beach Generating Station Retool Project so that the applicant's representatives, interested agencies, and the public can identify and discuss the major issues for this project. Topic areas to be discussed include: air quality, biological resources, water resources, socioeconomics, traffic and transportation, visual, and any other issue of interest to those participating in the workshop. Teleconferencing is available to those unable to attend in person.

Project Summary: On February 7, 2001, the Energy Commission deemed the AES Huntington Beach, Limited Liability Company (AES) Application for Certification (AFC) data adequate. This begins the Energy Commission's review process. AES is seeking approval from the California Energy Commission (Energy Commission) to retool and operate a nominal 450 megawatt (MW) addition to its existing natural gas-fired power generating facility. The retooling project will consist of engineering changes to the Huntington Beach Generating Station (HBGS) Units 3 and 4. Units 3 and 4 currently exist at HBGS, but they have been out of service since 1995. AES is proposing to rebuild the existing boiler/steam turbines with new natural gas burners, a burner management system, new draft fans, and add emission control equipment using Selective Catalytic Reduction technology.
Public Participation: Governor Davis signed Executive Order D-22-01 on February 8, 2001 ordering the Energy Commission to expedite to the extent feasible the AFCs for existing thermal power plants that require retooling. The Energy Commission staff will be recommending the AFC process be completed in 60 days. The public is encouraged to participate and provide comments in the early days of the review process.
