Notice of Staff Workshop on Carbon Dioxide Enhanced
Oil Recovery for
HYDROGEN ENERGY CALIFORNIA

The California Energy Commission Staff will conduct a workshop on the proposed carbon dioxide (CO2) enhanced oil recovery (EOR) aspects of the Hydrogen Energy California (HECA) project. This workshop is open to the public and intended to allow interested regulatory agencies and interested parties an opportunity to ask questions and comment on the CO2 EOR project. Purpose

The Energy Commission Staff is currently analyzing Hydrogen Energy International's (HEI) Revised Application For Certification (AFC) for the proposed development of HECA, and preparing the Preliminary Staff Assessment (PSA). The purpose of the workshop is to discuss the data responses on the CO2 EOR project submitted by Occidental of Elk Hills (OEHI) to the Energy Commission on April 16, 2010:

  1. Attachment 1, OEHI's CO2 EOR Preliminary Project Description (Pre-FEED Stage);
  2. Reports of technical studies and academic white papers analyzing the potential for CO2 EOR as a form of sequestration; and
  3. A sample Class II Underground Injection Control Permit Application (non-confidential) relative to the proposed OEHI's CO2 EOR project.

Background

On May 28, 2009, HEI submitted a Revised AFC to the California Energy Commission to construct and operate an electrical generating plant near the unincorporated community of Tupman, in western Kern County, California. The HECA would be an integrated gasification combined cycle (IGCC), 250-megawatt (MW) power generation facility. The gasification block would also capture carbon from the raw syngas at steady-state operation, which would be transported to the Elk Hills Field for CO2 EOR.

The proposed project would be located on a 473-acre site located approximately 7 miles west of the outermost edge of the city of Bakersfield and 1.5 miles northwest of Tupman. The site would be located near a hydrocarbon-producing area known as the Elk Hills Field, and is currently used primarily for agricultural purposes.
