La Paloma Generating Project (98-AFC-2C)
Request For Project Modifications
On December 13, 1999, the California Energy Commission received a petition to amend the Commission Decision (dated October 6, 1999) for the La Paloma Generating Project in Kern County. The La Paloma Generating Company petitioned the Commission to modify the following:
- Addition to the facility of a small package boiler that is required for the zero discharge wastewater treatment system and the corresponding addition of conditions to the Air Quality Conditions of Certification concerning boiler design, operational constraints, emission limits for PM10, SOx, NOx, VOC, CO, and emission testing and monitoring requirements; and
- Implementation of the gas turbines' capability to periodically operate in "steam injection power augmentation" mode, and corresponding modification to Air Quality Conditions of Certification Nos. 12, 13, 14 and 15, to permit increases in the emission rates for SOx, PM10, NOx, VOC, and CO.
Commission Review Procedures
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety; to assess the consistency of the proposed changes with the Energy Commission's decision on the project; and to determine whether the project, as changed, complies with the applicable laws, ordinances, regulations, and standards (Title 20, Calif. Code of Regulations, section 1769).
Upon receipt of an amendment request, Energy Commission staff notifies interested parties, completes an analysis, and schedules the amendment proposal to be heard at a regularly scheduled business meeting.
Part of the Energy Commission's review process involves consideration of public comment on proposed changes.
