NOTICE OF RECEIPT REQUEST TO AMEND THE ENERGY COMMISSION DECISION FOR THE
LA PALOMA GENERATING PROJECT (98-AFC-2C)
On November 3, 2000, the California Energy Commission (Energy Commission) received a request to amend the Energy Commission Decision for the La Paloma Generating Project (LPGP). LPGP is a nominal 1048 MW natural-gas-fired power plant currently under construction 1.9 miles east of the town of McKittrick in Kern County, California. The request to amend is for the following proposed changes to the air quality conditions of certification:
- Clarification of AQ-5 regarding the placement of sampling ports to be used for monitoring nitrogen oxides (NOx) and ammonia emissions from the gas turbines; and
- Modification of the description of the natural-gas-fired boiler to be used in the zero discharge wastewater treatment system and the addition of two new air quality project conditions (AQ-78 & AQ-79) that will affect natural gas use and monitoring.
ENERGY COMMISSION REVIEW PROCEDURES The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.
This Notice of Receipt is being mailed to interested parties and local property owners who may want to participate in the amendment process.
