NOTICE OF RECEIPT
PETITION TO AMEND THE ENERGY COMMISSION DECISION FOR THE
LA PALOMA GENERATING PROJECT (98-AFC-2C)

On August 6, 2002, the California Energy Commission (Energy Commission) received a petition to amend the Energy Commission Decision for the La Paloma Generating Project (LPGP). LPGP is a nominal 1,048 MW natural gas-fired power plant currently under construction and located 1.9 miles east of the town of McKittrick, in Kern County, California.

DESCRIPTION OF PROPOSED CHANGE: Modification of air quality Condition of Certification AQ-7 to allow either propane or natural gas to be used in the gas turbine igniters. This project change is requested due to recent technical difficulties with the use of natural gas to ignite the main gas turbine fuel flow during cold startups. Propane will produce a hotter flame, which will be more effective during cold start ignition. The propane will be stored within the turbine buildings in two 100 lb. cylinders for each of the four combustion gas turbines, and a fuel gas manifold system will be used for precise metering.

ENERGY COMMISSION REVIEW PROCEDURES

The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.

This Notice of Receipt is being mailed to interested parties and property owners adjacent to the project site who may want to participate in the amendment process.

For further information on how to participate in this proceeding, or if you require special accommodation, please contact Ms. Roberta Mendonca, the Energy Commission's Public Adviser, at (916) 654-4489, or toll free in California at (800) 822-6228.
