On August 6, 2002, the La Paloma Generating Company, LLC, submitted a Petition to revise air quality Condition of Certification AQ-7 to allow either propane or natural gas to be used in the igniters for the combustion turbine generators.
At a regularly scheduled Business Meeting on September 25, 2002, the Energy Commission considered staff's analysis and approved the Petition and the proposed revised condition in accordance with Title 20, section 1769(a)(3) of the California Code of Regulations.
Based on staff's analysis, the Energy Commission concludes that the proposed changes will not result in any significant impact to public health and safety, or the environment. The Energy Commission finds that:
- There will be no new or additional unmitigated significant environmental impacts associated with the proposed change.
- The facility will remain in compliance with all applicable laws, ordinances, regulations, and standards, subject to the provisions of Public Resources code section 25525.
- The change will be beneficial to the public, applicant, or intervenors. In this case, the amendment will be of benefit to the project owner to allow for operational efficiency.
- The proposed amendment is based on post-certification information not known due to an unforeseen mechanical difficulty.
CONCLUSION AND ORDER
The California Energy Commission hereby adopts the following changes to the La Paloma Generating Project Decision (added text is underlined, deleted text is shown in strikethrough.)

Except during startup ignition, as described in Condition AQ-8, g
Gas turbine engine shall be fired exclusively on natural gas, consisting primarily of methane and ethane, with a sulfur content no greater than 0.75 grains of sulfur compounds (as S) per 100 dry standard cubic feet of natural gas. [District Rule 2201]
Gas turbine igniters may be fueled with propane or natural gas during the startup sequence defined in Condition AQ-8. Use of propane during the startup ignition process is limited to 6 grams per second.
