On January 11, 2002, the California Energy Commission (Energy Commission) received a petition to amend the Energy Commission Decision for the La Paloma Generating Project (LPGP). LPGP is a nominal 1,048 MW natural gas-fired power plant currently under construction and located 1.9 miles east of the town of McKittrick, in Kern County, California.

DESCRIPTION OF PROPOSED CHANGE: Modification of PM10 (particulate matter) emission limits for the natural gas-fired combustion turbines that would allow for flexibility based upon the outcome of the initial source tests. No increase in PM10 limits is requested; however, if PM10 limits are reduced, then there will be a corresponding reduction in the Emission Reduction Credits that will be required to be surrendered by the La Paloma Generating Company to the San Joaquin Valley Air Pollution Control District.

The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.
