Notice of Data Response & Issue Resolution Staff Workshop
for the Lodi Energy Center (08-AFC-10)

The California Energy Commission Staff will conduct a Data Response and Issues Resolution Workshop for the proposed Lodi Energy Center (LEC). The purpose of the workshop is to discuss the Northern California Power Agency's (NCPA) responses to staff's data requests and to work toward resolving issues. All interested agencies and members of the public are invited to participate. The workshop will be held on:

Purpose

The Energy Commission Staff is currently analyzing NCPA's AFC for the proposed development of the LEC project. Staff has provided the applicant with two sets of data requests dated January 7, 2009 and February 4, 2009 for the following technical areas: biological resources, cultural resources, geology, land use, power plant reliability, soil and water resources, transmission system engineering, waste management, air quality, hazardous materials management and visual resources. The staff workshop may focus on both sets of data responses and possible resolution of identified issues.

Staff's data requests and the Issues Identification Report are available on the Energy Commission's website at: http://www.energy.ca.gov/sitingcases/lodi/index.html. NCPA's responses will be posted on the Commission's website as soon as possible after receipt. Following the workshop, staff will consider the comments it receives and initiate preparation of the Preliminary Staff Assessment (PSA) containing staff's preliminary analysis of the LEC Application For Certification and the potential impacts, including recommendations for mitigation and proposed conditions of certification.

Background

On September 10, 2008, NCPA submitted an AFC to the California Energy Commission to construct and operate an electrical generating plant in the city of Lodi, San Joaquin County, California. The LEC would be a natural gas-fired, combined-cycle nominal 255-megawatt (MW) power generation facility. It would be located on 4.4 acres of land owned and incorporated by the city of Lodi, 6 miles west of the Lodi city center, located near Interstate-5 (I-5) approximately 1.7 miles south of State Route 12.

The LEC would consist of a General Electric Frame 7FA combustion turbine-generator (CTG), a single condensing steam turbine generator (STG), a deaerating surface condenser, a 7-cell mechanical draft cooling tower, and associated support equipment. In addition, the LEC would share infrastructure with the existing NCPA Combustion Turbine Project #2 facility located adjacent to the proposed project site.
