Los Esteros Critical Energy Facility 2 Workshop Data Responses and Issues

Purpose: The California Energy Commission's staff will hold a data response and issue resolution workshop regarding an Application for Certification (AFC) that was filed by Calpine for its Los Esteros Critical Energy Facility (LECEF). The Commission's staff is analyzing the AFC and has received responses to certain data requests for issues in the following areas: air quality, biology, cultural resources, land use, public health, soil and water resources, traffic and transportation, transmission system engineering, visual resources, and waste management. All agencies and members of the public are invited to participate.

Project Summary: On December 30, 2003, Calpine filed an AFC (Docket No. 03-AFC-2) for LECEF. This AFC seeks a recertification for a license for continued operation of the current 180 megawatt natural gas-fired peaking power plant consisting of four simple-cycle combustion turbine generators and associated equipment ("Phase 1"). This AFC also seeks a license for the conversion of the facility to a combined-cycle operation which would result in 140 megawatts of additional capacity ("Phase 2"). The LECEF is located in northern Santa Clara County, near State Route 237 and Zanker Road.
