Preliminary Staff Assessment

Purpose: The staff of the California Energy Commission will hold a workshop addressing the contents of the Los Esteros Critical Energy Facility (LECEF) Phase 2 Preliminary Staff Assessment (PSA). The purpose of the workshop will be to discuss the technical areas and conditions of certification contained in the PSA and to resolve outstanding issues. Discussion topics will include air quality, biological resources, and land use.

Project Summary: Los Esteros Critical Energy Facility, LLC, is seeking modification of its license to operate its natural gas-fired, simple cycle electric generation facility at 800 Thomas Foon Chew Way, in San Jose, CA., near the intersection of Zanker Road and Highway 237. The Phase I facility currently generates approximately 180 megawatts (MW). The modification would allow the conversion of the facility to combined-cycle operation and increase the facility's output by 140 MW, resulting in a generating capacity of 320 MW.
