Purpose: The California Energy Commission's staff will hold a workshop to discuss staff's proposed Conditions of Certification for Phase 2 of the Los Esteros Critical Energy Facility (LECEF) project. Staff's proposed Conditions of Certification for each technical area are contained in the Preliminary Staff Assessment for the LECEF Phase 2 project, which was released on January 6, 2005.

Project Summary: Los Esteros Critical Energy Facility, LLC, is seeking modification of its license to operate its natural gas-fired, simple cycle electric generation facility at 800 Thomas Foon Chew Way, in San Jose, CA., near the intersection of Zanker Road and Highway 237. The existing Phase I facility currently generates approximately 180 megawatts (MW). The modification would allow the conversion of the facility to combined-cycle operation and increase the facility's output by 140 MW, resulting in a generating capacity of 320 MW.
