NOTICE OF RECEIPT
PETITION TO AMEND
THE ENERGY COMMISSION DECISION FOR THE
METCALF ENERGY CENTER PROJECT (99-AFC-3C)
The California Energy Commission received a petition dated November 17, 2004, from Metcalf Energy Center, LLC (MEC) to modify the air quality conditions of certification regarding emissions during commissioning, startup and shutdown of the MEC Project combustion turbines. The 600 megawatt natural gas-fired combined cycle project was certified on September 24, 2001, and is scheduled to begin commercial operation by July 31, 2005. The facility is located in the City of San Jose, Santa Clara County, California.
DESCRIPTION OF PROPOSED CHANGES
The proposed changes pertain to the air emission requirements during startup and shutdown of the combustion turbines. In addition, the petition proposes to increase hourly carbon monoxide (CO) emission limits while reducing the maximum number of firing hours during project commissioning. MEC also proposes a number of other air quality emission changes during commissioning, startup, and first-year operation including reductions in oxides of nitrogen (NOx) and corresponding emission reduction credits. There are no changes requested in any emission limits during normal plant operation. The petition states that the requested revisions of the conditions of certification will increase project reliability and reduce environmental impacts.
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's Decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, Calif. Code of Regulations, section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.
This Notice of Receipt is being mailed to interested parties and property owners adjacent to the project site who may want to participate in the amendment process.

The staff analysis (when published) and the order (if approved) will also be posted on the webpage.
