AG & FERC Dockets, CARE provides additional evidence (for the administrative record) of the need for the Commission to disqualify evidence provided by the California Independent System Operator during their pending investigation. CARE provides a copy of the testimony before the Federal Energy Regulatory Commission (FERC) by California Governor Gray Davis. In regards to the impartiality of the California Independent System Operator the Governor states, "I'm also pleased that the Commission agrees that there is a conflict inherent in the stakeholder boards that preside over the California Independent System Operator and the Power Exchange". CARE hereby incorporates the Governor's statements into the record by reference, and provides the attached as further evidence of the need for the Commission to Disqualify evidence in the record, and expert testimony from Cal-ISO during their pending investigation by the Cal.
