Notice of a Workshop to Discuss Energy Commission
Staff Data Requests for the Metcalf Energy Center
Application For Certification
Docket Number 99-AFC-3
Calpine Corporation and Bechtel Enterprises, Inc. (Calpine/Bechtel) jointly are proposing to develop the Metcalf Energy Center (MEC), a 600 megawatt, natural gas-fired, combined cycle power plant. The proposed site for the MEC is adjacent to the base of Tulare Hill in the northern Coyote Valley of south San Jose, west of Monterey Highway and south of the Metcalf Road intersection. The power plant will occupy approximately 14 acres (10 acres in Santa Clara County, 4 acres in the City of San Jose). The site is bordered by Fisher Creek to the north and west, and the Union Pacific Railroad right-of-way to the east. Blanchard Road is to the south. The site is currently zoned for agricultural use.
The Energy Commission staff has begun its evaluation of the project and has prepared data requests to obtain additional information from Calpine/Bechtel. The purpose of the workshop is to provide Calpine/Bechtel and the public an opportunity to ask clarifying questions about the data requests. Data requests are in the areas of air quality, alternatives, biological resources, cultural resources, power plant efficiency, facility design, hazardous materials management, land use, noise, public health, socioeconomics, traffic and transportation, transmission system engineering, and visual resources.
