Staff Analysis for the Metcalf Energy Center
Application For Certification

Calpine Corporation and Bechtel Enterprises, Inc. (Calpine/Bechtel) jointly are proposing to develop the Metcalf Energy Center (MEC), a 600 megawatt, natural gas-fired, combined cycle power plant. The proposed site for the MEC lies at the southern base of Tulare Hill in northern Coyote Valley of South San Jose to the west of Monterey Highway and south of the Metcalf Road intersection. The power plant will occupy approximately 14 acres (10 acres in Santa Clara County, 4 acres in the City of San Jose). The site is bordered by Fisher Creek to the north and west and the Union Pacific Railroad right-of-way to the east. Blanchard Road is to the south. The site is currently zoned for agricultural use.
The Energy Commission staff is beginning to analyze Calpine/Bechtel's Application for Certification (AFC) which was submitted to the Energy Commission on April 30, 1999. The purpose of the workshop is to have staff members describe the way they conduct their analysis. Staff will describe the applicable laws, methodology, facts to be relied upon, coordination with other governmental agencies, and other details. Staff will make presentations in selected technical areas, including air quality, land use, public health, socioeconomics, visual resources, and water resources. Please note that staff has not reached any conclusions in any technical areas concerning the proposal. The workshop will be held:

There will be 30 minutes allowed for each technical presentation, including time for questions and answers. All formal presentations will be completed by 9 P.M. A general comment period for the public will be held from 9 - 10 P.M. Comments will be limited to no more than 5 minutes per individual. The workshop will conclude at 10 P.M.
