In the Matter of: ) Docket No. 99-AFC-3 ) Application for Certification for the ) COMMITTEE RULING RE: CARE Metcalf Energy Center [Calpine Corporation ) MOTION for RECONSIDERATION for and Bechtel Enterprises, Inc.] ) FUEL SOURCES WORKSHOP ____________________________________________)
I. BACKGROUND On October 27, 2000, Intervenor Californians for Renewable Energy (CARE) apparently filed a "Motion of Reconsideration of a workshop on MEC alternative fuel sources to natural gas" (Motion). We first received a copy of this Motion via e-mail on November 20, 2000.
In this Motion, CARE requests we reconsider our earlier Ruling (October 3, 2000) in which we denied a request by CARE to convene a workshop to discuss the long-term reliability of natural gas as a fuel source for the Metcalf Energy Center and to address the need for, and impacts of, alternative fuel sources to natural gas.
CARE's present Motion includes documents suggesting that natural gas supplies are becoming restricted, and that prices of available natural gas may rise.
II. DISCUSSION As we noted in our previous ruling, the adequacy and impacts of the proposed project's fuel supply will be examined during evidentiary hearings. The existing analysis "...will thus be subjected to the opportunity for further public scrutiny, including cross-examination and/or the introduction of competent evidence supporting differing conclusions." (October 3, 2000 Ruling, p. 1.)
Nothing has changed. CARE may still exercise its right to examine witnesses on fuel supply issues, and/or introduce competent, relevant evidence. We see no reason to convene a workshop to discuss these matters.
III. RULING
CARE's Motion is denied.
