INFORMATIONAL HEARING & SITE VISIT
The California Energy Commission is the State agency granted exclusive authority to review and license proposals to construct and operate large electric power plants, including the authority to exempt proposals under 100 MW from our certification review. Proposals granted an exemption are subject to local permitting processes. Modesto Irrigation District (MID) has filed a proposal to construct an 80 MW power plant project in Modesto, California. A Committee of the Commission will begin the exemption review process by conducting a Public Informational Hearing and Site Visit as described below:
Purpose of Hearing: The Informational Hearing and Site Visit are the initial steps of the Commission's public power plant exemption process, which contains requirements under the California Environmental Quality Act (CEQA) to review all relevant environmental aspects of the proposed project.
At the Informational Hearing, members of the general public, landowners, and representatives of other governmental agencies will have an opportunity to obtain information and offer comments on the proposal. The Applicant, Modesto Irrigation District, will explain its plans for developing the proposed site and related facilities. The Energy Commission staff will explain the regulatory review process and staff's role as independent experts in analyzing the project. The Applicant and the staff will also discuss possible issues that may be significant during the remainder of the proceeding.

Site Visit: The Informational Hearing will be preceded by a Site Visit during daylight hours, at 4:00 p.m. to the Woodland Generating Station 2. Persons intending to attend the Site Visit should gather at MID Headquarters for bus transportation to the power plant site. The bus will return before 6:00 p.m.

Project Description: On May 4, 2001 the Modesto Irrigation District (MID) filed a Small Power Plant Exemption (SPPE) to request approval from the California Energy Commission to construct an 80-megawatt (MW) nominal natural gas-fired combined cycle generating facility. The project would be located on a 2.5 acre portion of an overall 7 acre site with an existing 49.4 MW generating facility on Woodland Avenue, in Modesto, California, County of Stanislaus.
The 80-megawatt natural gas-fired combined cycle will consist of one modern combustion turbine and a condensing steam turbine. The project will use a convention drum-type heat recovery steam generator (HRSG), or a once through steam generator (OTSG) HRSG. Expansion of the existing switchyard will also include two new bays. Approximately 1.2 miles of new 69kV sub-transmission line, approximately 6 miles of system reinforcements to an existing Pacific Gas & Electric natural gas supply line, and approximately 1 mile of new water line would be constructed as part of the proposed project.
More Information: In order to assist participants in understanding the project, the Commission Staff will prepare and file by June 25, 2001 an Issue Identification Report summarizing the potential major issues in the proceeding.
