Morro Bay Power Plant Project Biological Resources Workshop (00-AFC-12)


Purposes: The Energy Commission is continuing its Application for Certification (AFC) process for the modernized Morro Bay Power Plant (00-AFC-12). Energy Commission staff has issued Parts I and II of its Final Staff Assessment (FSA) for all topics except biological resources and project alternatives which will be addressed in the upcoming FSA Part III that is expected to be released in late April.

The first day of the workshop will be a discussion of staff's draft assessment titled Appendix A: Morro Bay Power Plant Cooling Options Report (January 7, 2002) which evaluates mitigation options for impacts to aquatic biological resources resulting from the Morro Bay Power Plant's proposed once-through cooling technology. The second day will feature a discussion on the impacts and mitigation options for terrestrial biological resources.

Project Summary: Duke Energy, LLC proposes to construct and operate the Morro Bay Power Plant, a 1,200 MW, natural gas-fired, combined-cycle power plant. The proposed site is at the existing 1,030 MW Morro Bay Power Plant site, formerly owned by Pacific Gas and Electric Company. The project site is located on the coast in the City of Morro Bay, San Luis Obispo County. The project includes the demolition of the current fuel oil tank farm, plant building and 450-foot stacks.
