COMMITTEE SCHEDULING ORDER
On July 18, 2007, Orange Grove Energy, L.P., (Applicant) submitted an Application for a Small Power Plant Exemption (SPPE) to the California Energy Commission in connection with its proposal to construct and operate the Orange Grove Project pursuant to Public Resources Code section 25541. The project involves a 96 megawatt simple-cycle electric generating plant and ancillary facilities in rural north San Diego County, approximately six miles east of the city of Fallbrook and approximately two miles west of the community of Pala. Construction is planned to begin in January of 2008, and commercial operation is planned to begin in June of 2008.
On August 1, 2007, the Energy Commission designated a Committee of two Commissioners to conduct proceedings on the SPPE. The Committee conducted a Public Informational Hearing on September 24, 2007, to discuss the schedule and other issues of concern. Pursuant to Title 20 of the California Code of Regulations section 1709.7(c), the attached Committee Schedule is based on Applicant's and Staff's proposed schedules and related discussion at the Informational Hearing. The schedule covers the period leading up to the Prehearing Conference. The balance of the schedule will be determined at the Prehearing Conference.
Status Reports
To facilitate the process, each party shall serve and file Status Reports as indicated in the schedule below. The reports shall be received by the other parties and the Commission's Docket Unit, 1516 9th Street, MS 14, Sacramento, California 95814-5512, no later than 3:00 p.m. on the dates indicated below. Identify the status reports with "Docket No. 07-SPPE-2." In addition to providing printed copies, the parties shall e-mail their status reports to the Hearing Officer and to those with e-mail addresses as indicated on the Proof-of-Service list.
