NOTICE OF RECEIPT
PETITION TO AMEND THE ENERGY COMMISSION DECISION
FOR THE
OTAY MESA GENERATING PROJECT (99-AFC-5C)
On September 30, 2002, the California Energy Commission (Energy Commission) received a petition to amend the Energy Commission Decision for the Otay Mesa Generating Project (OMGP). OMGP is a nominal 510 MW combined cycle power plant currently under construction and located in Otay Mesa in the southwestern portion of San Diego County, California.
DESCRIPTION OF PROPOSED CHANGE: The proposed
modification will separate the turbine/HRSG exhaust
stacks and increase the stack height from 144 to 160
feet. The petition also adds duct firing capability
to the HRSG units and eliminates power augmentation
(PAG) steam injection capability, clarifies the requirement
for use of oxidation catalysts, adds provisions for
a small auxiliary boiler and revises air emission
rates including those related to startup and shutdown
operations. These modifications to the facility design
will improve the performance and reliability of the
facility. The petition seeks to modify biological
resources condition of certification BIO 11 to increase
compensation to the Quino Checkersopot Butterfly Research
Endowment if required due to potential increase in
nitrogen deposition. The petition also seeks to modify
the facility design condition of certification GEN
2 to modify Table 1 (Major Equipment List) and Table
2 (Major Structures and Equipment).
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes
an evaluation of the consistency of the proposed changes with the Energy Commission's decision and if the project, as changed, will remain in compliance with applicable laws,
ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish
an analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy
Commission business meeting.
This Notice of Receipt is being mailed to interested parties and property owners adjacent to the project site who may want to participate in the amendment process.
