NOTICE OF RECEIPT
PETITION TO AMEND THE ENERGY COMMISSION DECISION FOR THE
OTAY MESA GENERATING PROJECT (99-AFC-5C)
On June 30, 2003, the California Energy Commission (Energy
Commission) received a petition to amend the Energy Commission
Decision for the Otay Mesa Generating Project (OMGP).
OMGP is a nominal 510 MW combined cycle power plant currently
under construction and located in Otay Mesa in the southwestern
portion of San Diego County, California.
DESCRIPTION OF PROPOSED CHANGE: The proposed modification
requests changing the allowable noise level in Condition
of Certification Noise-6 from 39 dBA to not exceeding
the ambient background noise level by more than 5 dBA
at the nearest sensitive receptor. The request is based
upon new ambient noise monitoring completed in March 2003
that indicates the ambient noise level has increased since
originally measured in May 1997.
