On August 2, 1999, the Otay Mesa Generating Company, Limited Liability Company filed an Application for Certification (AFC) seeking approval from the California Energy Commission (Energy Commission) to construct and operate the 510-megawatt (MW) Otay Mesa Generating Project. The project is proposed to be located on an undeveloped 15-acre site in the Otay Mesa region of western San Diego County

The Energy Commission is responsible for reviewing and ultimately approving or denying licenses for thermal electric power plants, 50 MW and greater, proposed for construction in California. The Energy Commission's facility certification process examines public health and safety, environmental impacts and engineering aspects of proposed power plants, and all related facilities such as electric transmission lines, natural gas pipelines, and water lines. The Energy Commission's responsibilities are similar and equivalent to those of a lead agency under the California Environmental Quality Act (CEQA).

In preparation for our Preliminary Staff Assessment (PSA) of the Otay Mesa Generating Project, the Energy Commission staff will be conducting a workshop to discuss data requests in the air quality and soils/water resources areas. The public is encouraged to attend and participate. The workshop will be held:
