I. BACKGROUND

On November 29, 1999, the Committee issued a Scheduling Order that is based on a twelve-month certification review period. The Order states that if necessary information is not provided by the dates set forth in the schedule, the Committee will consider adopting a performance approach that would entail a day-for-day slip in the balance of the schedule. On January 21, 2000, the parties filed Status Reports indicating that there are several pending issues that may not be resolved in time for Staff to complete its Preliminary Staff Assessment on March 21. Specifically, Staff requires additional information regarding air quality, biological resources, land use, transmission system engineering, and potential environmental justice issues.
