On August 18, 2000, the California Energy Commission (Energy Commission) staff filed its Air Quality Preliminary Staff Assessment (PSA) for the proposed Otay Mesa Generating Project (OMGP), a nominal 510 megawatt (MW), natural gas-fired electric generation facility. This document completes the staff's PSA for the OMGP, with the PSA for the other technical areas filed on May 3, 2000. The OMGP will be located in western San Diego County, approximately 15 miles southeast of San Diego, California, and 1.5 miles north of the U.S./Mexico border. This Air Quality PSA contains the California Energy Commission (Energy Commission) staff's air quality evaluation of the Otay Mesa Generating Company, LLC's (the applicant) Application for Certification (AFC) (99-AFC-5) for the OMGP. The OMGP electric generating plant and related facilities, such as the electric transmission line, natural gas pipeline and water lines, are under the Energy Commission's jurisdiction and cannot be constructed or operated without the Energy Commission's certification.


Staff is an independent party in the proceedings. This PSA is a staff document, and it examines engineering and environmental aspects of the project. The PSA contains analyses similar to those contained in Environmental Impact Reports required by the California Environmental Quality Act (CEQA). The PSA presents staff's air quality conclusions, recommendations and proposed conditions that would apply to the design, construction, operation, and closure of the proposed facility, if the project was certified. Staff believes its analysis of the power plant is substantially complete for the air quality area, and it will be scheduling an air quality PSA workshop in the San Diego area in early September, 2000. Staff's conclusions, recommendations and proposed conditions of certification for these topic areas may be modified based on those workshop discussions.

Copies are also available at the Energy Commission's Library in Sacramento, the California State Library in Sacramento, and, as required by law, at public libraries in Los Angeles, San Francisco, Fresno, and Eureka. In addition, copies will be distributed to those public agencies that have or would have jurisdiction but for the Energy Commission's exclusive authority to certify power plants and related facilities. During the next few months, the Energy Commission will hold public workshops and conduct hearings on the proposal to determine whether the project should be approved for construction and operation and under what conditions. These workshops and hearings will provide the public as well as local, state and federal agencies the opportunity to ask questions about and provide input on the proposed project.
