Preliminary Staff Assessment
Air Quality

Purpose: The California Energy Commission (Energy Commission) staff released the Air Quality Preliminary Staff Assessment (PSA) for the Otay Mesa Generating Project (99-AFC-5) on August 18, 2000. This document completes the staff's preliminary assessment for the Otay Mesa Generating Project (OMGP), with the PSA for the other technical areas filed on May 3, 2000. Staff will conduct a workshop in the form of a publicly noticed conference call on September 20, 2000, covering the Air Quality technical area contained in the PSA. The public is invited to participate in the workshop and is encouraged to make comments. Written comments on the PSA will be accepted through September 15, 2000, and should be mailed to Eileen Allen, Project Manager, at the California Energy Commission - 1516 Ninth Street, MS-15, Sacramento, CA 95814. The Final Staff Assessment will reflect comments received from the parties, agencies and public.

Project Summary: On August 2, 1999, the Otay Mesa Generating Company, LLC filed an Application for Certification (AFC) seeking approval from the California Energy Commission to construct and operate the proposed 510-megawatt (MW) Otay Mesa Generating Project. The project is proposed to be located in the East Otay Mesa region of western San Diego County. The site is located northeast of the intersection of Otay Mesa and Alta Roads; about 15 miles southeast of San Diego and about 1.5 miles north of the U.S./Mexico border. The project, as proposed by the Otay Mesa Generating Company, LLC, consists of building a nominal 510-megawatt natural gas-fired, combined cycle power plant.
