Otay Mesa Generating Project (99-AFC-5)
Final Staff Assessment



Purpose: The California Energy Commission (Energy Commission) staff released the Final Staff Assessment (FSA) Part 1 for the Otay Mesa Generating Project (99-AFC-5) on October 13, 2000; and FSA Part 2, on October 27, 2000. FSA Parts 1 and 2 can be viewed on the Energy Commission web site at:

Staff will conduct a workshop on November 13, 2000, covering the areas of socioeconomics, water resources, land use, air quality, traffic and transportation, and various conditions of compliance contained in the FSA. The public is invited to attend the workshop and is encouraged to make comments. The FSA will be amended to reflect comments received from the public and agency staffs at this workshop.

Project Summary: On August 2, 1999, the Otay Mesa Generating Company, LLC filed an Application for Certification (AFC) seeking approval from the California Energy Commission to construct and operate the proposed 510-megawatt (MW) Otay Mesa Generating Project. The project is proposed to be located in the East Otay Mesa region of western San Diego County. The site is located northeast of the intersection of Otay Mesa and Alta Roads; about 15 miles southeast of San Diego and about 1.5 miles north of the U.S./Mexico border.
