Section 1215(a) of the Commission's regulations provides that during proceedings before a Committee, a party may request that a Committee ruling be issued in the form of a written order. [Cal. Code of Regs., title 20, section 1215(a).] Intervenor Cabrillo Power filed a request for a written order of a ruling made at the evidentiary hearing on November 14, 2000. The following Order reiterates the Committee's ruling on issues raised by Cabrillo concerning potential natural gas curtailment and impacts on system reliability in the SDG&E service area.


ORDER

The question of whether the use of natural gas by the proposed Otay Mesa project would result in curtailment of gas to the Encina and South Bay power plants is only relevant in this AFC proceeding to the extent that adverse environmental impacts to regional air quality may result from burning fuel oil at Encina and South Bay units during curtailment events. Issues regarding natural gas curtailment and system reliability in the SDG&E service area, which are currently before the California Public Utilities Commission (CPUC), the California Independent System Operator (Cal-ISO), and the Federal Energy Regulatory Commission (FERC), will not be litigated in this proceeding.
