Notice of Siting Committee Workshop
for the Palomar Energy Center Project (01-AFC-24C)
to Allow the Use of Raw Water
as a Back-up to Recycled Water
The California Energy Commission Siting Committee will conduct a workshop to discuss the amendment petition filed by Palomar Energy, LLC. Palomar is seeking approval to allow the project to utilize the City of Escondido's back-up raw water supply when recycled water is unavailable due to maintenance or events beyond the City's control.
The Energy Commission staff is currently analyzing the request and will publish a preliminary analysis the week of March 27, 2006. Following the workshop, staff will consider the comments it receives and will publish its final analysis and recommendation.
A public hearing for the purpose of approving or denying the amendment proposal will be held at the Energy Commission business meeting on April 12, 2006, if possible.

The Palomar Energy Center is currently required to use recycled water for cooling tower makeup, process water, landscape irrigation and all other non-potable uses. There are no back-up provisions in the event that the recycled water supply is interrupted. Discussions at the workshop will include which stipulations or provisions (if any) would be imposed on the project owner if raw water were to be permitted as a back-up water supply.
The Palomar Energy Project is a 546-megawatt combined-cycle power plant located in the City of Escondido in San Diego County. The project was certified by the Energy Commission on August 6, 2003, and is currently in the commissioning phase of construction. Commercial operation is expected in April 2006.
