PALOMAR ENERGY PROJECT
Air Quality and Visual Workshop

Purpose: On January 25, 2003, the staff
of the California Energy Commission (Energy Commission)
filed its independent analysis of the Palomar Energy
Project (PEP). The staff's analysis, known as the
Final Staff Assessment (FSA), identified mitigation
in the areas of Air Quality and Visual Resources
that has not been agreed upon by the applicant.
The purpose of this workshop is to discuss the proposed
mitigation with the applicant prior to the upcoming
evidentiary hearings.

Project Summary: On November 28, 2001, Palomar
Energy LLC filed an Application for Certification
(AFC) for its proposed PEP seeking approval to construct
and operate a 546 MW natural gas-fired, combined-cycle
electric generating facility. The PEP is under the
permitting authority of the Energy Commission and
would be located on a vacant 20-acre site within
a planned 186-acre industrial park in the City of
Escondido, San Diego County, California. The PEP
site is located west of Interstate 15 and south
of State Highway 78, about 600 feet southwest of
the intersection of Vineyard Avenue and Enterprise
Street.
