The Energy Commission is sending you this Notice because you have been identified as an owner of land adjacent to, or in the near vicinity of, the proposed PASTORIA ENERGY FACILITY. As a landowner, you may be interested in learning more about the project. This Notice is to inform you that the Committee designated to conduct proceedings in the above-captioned matter will hold an INFORMATIONAL HEARING and SITE VISIT to discuss the PASTORIA ENERGY FACILITY as follows:

The Informational Hearing will convene at 1 p.m. After conclusion of the Hearing, the proceedings will adjourn for travel to the proposed project location about five miles east of the Petrol Center. Bus transportation to the site will be available to those who wish to join in the Site Visit. For bus reservations, see page 3 below.

Landowners, members of the general public, and interested agencies are invited to attend this event, or any portion of this event, and question the Applicant and Energy Commission staff concerning the project. The Commission's Public Adviser, Roberta Mendonca, will be present at the Hearing to assist interested individuals or organizations and to provide information on participating in the Commission's certification process. On November 30, 1999, the Enron North America Corporation filed an Application for Certification (AFC) for the Pastoria Energy Facility, a 750 megawatt (MW) natural gas-fired power plant project proposed for construction on the Tejon Ranch in southern Kern County. On January 26, 2000, the Energy Commission began its 12-month review of the AFC to determine whether the project will comply with all applicable laws. The Informational Hearing scheduled in this Notice is sponsored by the Commission to inform the public about the project and to invite public participation in this review.

Project Description

The Pastoria Energy Facility (PEF) will be located on an undeveloped 30-acre parcel within the Tejon Ranch property in southern Kern County. The site is adjacent to an existing gravel quarry. The proposed site is approximately 30 miles south of the City of Bakersfield and about 6.5 miles east of Interstate 5 at the base of the Tehachapi Mountains. A 0.85-mile access road will be constructed to connect the PEF site with the existing Edmondston Pumping Plant Road. (See attached Map.)

The natural gas-fired combined cycle power plant will generate up to 750 MW of electricity. It includes three gas-fired, F-Class combustion turbine generators (CTGs) operating in combined cycle mode. Two CTGs will be installed in a two-on-one configuration with one steam turbine generator (STG). One CTG will be installed in a one-on-one, non-common shaft configuration with one STG. The hot exhaust gas from each CTG flows through a heat recovery steam generator (HRSG). The HRSG stacks will be about 200 feet tall. The project will employ XONOX emission control technology to control NOx emissions within the gas turbines. Project cooling towers will be 64 feet tall and will incorporate plume abatement coils and high efficiency drift eliminators.

Electricity generated by the PEF will be sold into California's competitive electricity market. PEF is a merchant plant, developed by private funding, that does not create any direct financial liability for electricity consumers. The project will deliver electricity to the existing electrical grid via a 230 kilovolt (kV) double circuit overhead outlet line to interconnect with Southern California Edison's (SCE) transmission system at the Pastoria Substation, approximately 1.25 miles south of the proposed site.

The project will also include a 25-acre laydown area south of the site, and involves construction of ancillary facilities to supply water, natural gas, and wastewater disposal pipelines.

Purpose of the Informational Hearing

Licensing of the electric generating power plant and ancillary facilities, such as the transmission line and natural gas pipeline, is under the Energy Commission's jurisdiction. The power plant certification process, which contains requirements equivalent to those under the California Environmental Quality Act, will examine all relevant engineering and environmental aspects of the proposed project. This review provides a public forum allowing the Applicant, Commission staff, interested parties, governmental agencies, landowners, and members of the general public to consider the relative advantages and disadvantages of the project, and to propose changes or alternatives to the project as necessary.

At the Informational Hearing, landowners, members of the general public, and representatives of governmental agencies will have an opportunity to obtain information and to offer comments on the proposal. The Applicant will explain plans for developing the proposed site and related facilities. Energy Commission staff will explain the administrative licensing process and Staff's role in reviewing the application. Applicant and Staff will also discuss proposed schedules and possible issues that may be significant during this proceeding.


After the Informational Hearing is adjourned, the Applicant will host a visit to the project site. Bus transportation will be provided from the Hearing location. Landowners, members of the general public, and governmental agencies are invited to participate in this tour. In order to assist participants in understanding the project, Applicant and Staff shall file proposed schedules for the certification review, and Staff shall file an Issue Identification Report summarizing the potential major issues in this case no later than 5:00 p.m. on Monday, March 6, 2000. Identify all filings with "Docket No. 99-AFC-7."
