Preliminary Staff Assessment



Purpose: The staff of the Energy Commission recently filed its draft analysis of the Pastoria Energy Facility (PEF) Application for Certification. The staff's draft analysis is called the Preliminary Staff Assessment (PSA). This PSA workshop is designed to receive comment from the applicant, public, intervenors in the proceeding, and local, state and federal agencies. Comments can be made in the following areas: Air Quality, Public Health, Transmission Line Safety and Nuisance, Waste Management, Worker Safety and Fire Protection, Hazardous Materials Management, Power Plant Facility Design, Reliability and Efficiency, Noise, Transmission System Engineering, Geology and Paleontology, Soil and Water Resources, Traffic and Transportation, Land Use, Socioeconomics, Compliance, Cultural Resources, Biological Resources, Visual Resources, and Project Alternatives. Comments will be used to revise the PSA and complete the Final Staff Assessment (FSA). Public comments are welcome and encouraged to be in writing.

Project Summary: The PEF Project is a proposed 750 megawatt natural gas-fired combined cycle electric generating facility. The proposed project would be located on Tejon Ranch, 30 miles south of Bakersfield, and 6.5 miles east of Interstate 5 at the base of the Tehachapi Mountains.
