The Pastoria Energy Facility is a nominally-rated, 750MW combined-cycle, natural gas power plant currently under construction and scheduled for commercial operation in early 2003. The project site is located approximately 30 miles south of Bakersfield, and 6.5 miles east of I-5 at Grapevine. The project owner submitted a petition to the Energy Commission on December 4, 2001, stating that, based on final engineering design studies, they would like to modify the transmission towers as described below.
NOTICE OF INSIGNIFICANT PROJECT CHANGE
(Transmission Tower Height and Reconfiguration)
PASTORIA ENERGY FACILITY
DESCRIPTION OF REQUESTED CHANGE: Increase the height of the transmission towers from 120 feet to 128 feet, and eliminate three transmission towers from the 1.3 mile transmission line corridor.
Pursuant to section 1769, Title 20, California Code of Regulations, Energy Commission approval for the change is not required if Energy Commission staff determine that the change does not (1) affect a condition of certification, (2) cause a significant effect on the environment, and (3) cause the project to be out of compliance with any applicable laws, ordinances, regulations, or standards.
Energy Commission staff has determined that the proposed change meets the above criteria. Any person may file an objection to staff's determination within 14 days of service of this notice on grounds that the change does not meet the criteria set forth in section 1769. If no objection is filed, no further Energy Commission action will be taken other than placing a description of the change in the project file.
