Pastoria Energy Facility Expansion

Preliminary Staff Assessment

Purpose: California Energy Commission staff recently filed its Preliminary Staff Assessment (PSA) of the Pastoria Energy Facility Expansion (PEFE) Application for Certification. The purpose of this PSA workshop is to receive comments from the applicant, public, intervenors in the proceeding, and local, state and federal agencies. Environmental and engineering related topics and any outstanding issues will be discussed. Topics will include power plant efficiency, transmission system engineering, and staff's recommended conditions of certification. Comments will be used to revise the PSA and complete the Final Staff Assessment which will become staff's testimony in evidentiary hearings. Public comments are welcome and encouraged to be in writing. The workshop will be held:

Project Summary: : On April 29, 2005, Calpine Corporation filed an Application for Certification (AFC) for the Pastoria Energy Facility Expansion (PEFE) Project, seeking approval from the Energy Commission to construct and operate an additional 160 MW unit at its existing power plant site. The 750 MW Pastoria Energy Facility was approved by the Energy Commission (99-AFC-7) in December 2000, and began operation May 2005. The project site is located on the Tejon Ranch, 30 miles south of Bakersfield, and 6.5 miles east of Interstate 5 at the base of the Tehachapi Mountains.
