Emergency Peaker Project

Docket Number:

01-EP-04 (Application For Certification)
01-EP-4C (Compliance Proceeding)

Project Status: Licensed; In Compliance Phase. Operational: September 11, 2001

Applicant: Alliance Colton LLC

Location: 661 South Cooley Drive, Colton, California

Size: 40 Megawatt Peaking Power Plant

GENERAL DESCRIPTION OF PROJECT

Alliance Colton LLC is submitting permit applications to the California Energy Commission (CEC) for two peaking power generation facilities to be constructed in the City of Colton, California. The electrical output of each of the facilities is 40 megawatts. Each project is a distributed generation facility that consists of four, 10-MW simple-cycle, gas turbine generators located within existing City of Colton electrical substations. The Century Project is at the Century substation. The units are almost entirely prepackaged at the factory and shipped to the facility site on skids where minimal field construction is required.

Energy Commission Facility Certification Process

The California Energy Commission is the lead agency (for licensing thermal power plants 50 megawatts and larger) under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
