On February 13, 2003 the California Energy Commission (Energy Commission) received a petition from Calpine, the owner and operator of the King City Energy Center (KCEC) to revise the Energy Commission Decision to reflect the increased quarterly and annual NOx emission caps made to the MBUAPCD Permit to Operate 10738, based upon the facility providing additional offsets. The modifications made to the NOx emission limits were approved by the Monterey Bay Unified Air Pollution Control District (MBUAPCD) to the Authority to Construct (ATC) and the subsequent Permit to Operate, Condition 19. Since the Energy Commission Decision for the King City Energy Center incorporates by reference the MBUAPCD conditions, any change to the MBUAPCD conditions for KCEC requires a modification to the Commission Decision.
KCEC is a 50 MW simple-cycle natural gas fired power plant that commenced commercial operation in January 2002. The site is located adjacent to Calpine's existing Frame 7E cogeneration power plant at King City in Monterey County.
Energy Commission staff reviewed this request to assess the impacts of this proposal on environmental quality, public health and safety. The review included an evaluation of the consistency of the proposed revision with the Energy Commission's Decision and if the project will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769), and that the modification will not result in any significant environmental impacts.
