The Pittsburg District Energy Facility (PDEF), Limited Liability Company, is proposing to develop a 500 megawatt natural gas-fired power plant. The proposed location for this plant is on a 12-acre site on East 3rd Street, west of the intersection of East 3rd Street and Columbia in the City of Pittsburg in Eastern Contra Costa County. The projectÕs major linear features will include a new natural gas pipeline; a new pipeline for reclaimed water; a new 115 kilovolt transmission line that will interconnect with Pacific Gas and ElectricÕs existing Pittsburg Power Plant substation; and a truck bypass road.

On March 11, 1999, the California Energy Commission (Energy Commission) staff filed the Staff Assessment for the PDEF. This Staff Assessment contains a description of the proposed project; the staff's assessment of the possible impacts to public health, safety and environmental resources; proposed mitigation measures and the project's conformance with federal, state and local laws and standards. The Energy Commission is responsible for reviewing and ultimately approving or denying all thermal electric power plants, 50 MW and greater, proposed for construction in California. The Energy Commission's facility certification process carefully examines public health and safety, environmental impacts and engineering aspects of proposed power plants and all related facilities such as electric transmission lines, natural gas pipelines, etc. The Energy Commission is the lead agency under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.

The purpose of the workshops is to discuss the Staff Assessment of PDEF and to discuss the analysis, findings, and recommendations therein. The applicant and public will have an opportunity to ask clarifying questions of technical staff that conducted the analysis contained in the document. The workshops will be held:
