REQUEST TO AMEND THE ENERGY COMMISSION DECISION FOR THE
LOS MEDANOS ENERGY CENTER PROJECT
(98-AFC-1C)
BACK-UP WATER SUPPLY
On August 17, 1999, the Los Medanos Energy Center, formerly the Pittsburg District Energy Facility, was licensed by the California Energy Commission. Construction of the cogeneration power plant, located in the City of Pittsburg, began on September 20, 1999, and is approximately 45 percent completed.
On August 22, 2000, the Calpine Corporation (Calpine) submitted a petition to the Energy Commission staff to amend the Energy Commission Decision issued for the Los Medanos project. The petition contains a request from Calpine to use the Contra Costa Water District as a back-up water supplier.
The Los Medanos project was certified to operate on reclaimed water (effluent) from the Delta Diablo Sanitation District with back-up water supplied by the City of Pittsburg. While the City of Pittsburg has the required quantities of water available to provide Los Medanos with back-up water, the infrastructure to deliver the water is not yet in place. As a contingency measure, Calpine is proposing to use the Contra Costa Water District as a second back-up water supplier.
Approval of this petition will allow Calpine the option to use water from either the City of Pittsburg or from the Contra Costa Water District if the Delta Diablo Sanitation District is unable to supply water to Los Medanos.
ENERGY COMMISSION REVIEW PROCESS
The purpose of the review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed change(s) with the Energy Commission's decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards. (Title 20, California Code of Regulations, Section 1769.)
Staff is currently analyzing the request and will publish the analysis in the next several weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.
This Notice of Receipt is being mailed to interested parties and local property owners who may want to participate in the amendment process.
