NOTICE OF STAFF WORKSHOP
FOR THE CALPINE CORPORATION'S PETITION TO AMEND
THE COMMISSION DECISION FOR THE
LOS MEDANOS ENERGY CENTER PROJECT (98-AFC-1C)
The California Energy Commission staff will hold a staff workshop to discuss a petition from the Calpine Corporation to maximize the generating capability of the Los Medanos Energy Center Project and add reliability to steam and power production. If approved, the equipment modifications would allow full utilization of the steam turbine generator during peak power demand periods.

At the workshop, staff from the Calpine Corporation, Bay Area Air Quality Management District (District) and the Energy Commission will be available to answer questions regarding generating capacity, air quality, public health, and the Energy Commission's post-certification process. The public and interested agencies are invited to participate, ask questions and provide comments on the topics being discussed. The Energy Commission staff's draft analysis which addresses air quality, public health and generating capacity is attached for your review.
The Los Medanos Energy Center Project is a nominal 500-megawatt combined cycle power plant located in eastern Contra Costa County in the City of Pittsburg. The project was certified on August 17, 1999 as the Pittsburg District Energy Facility and started construction on September 20, 1999. Construction of the project is approximately 45 percent completed.
SUMMARY OF DRAFT STAFF ANALYSIS
Staff's draft analysis concludes that:
- The increase in generating capacity due to modifications performed under this amendment will be less than 50 megawatts (MW).
- The proposed changes in project operation will not significantly impact public health.
- The amendments to air quality permit conditions will not interfere with compliance with applicable air quality laws, ordinances, regulations, and standards as long as Calpine provides the additional offsets required by the District.
- Additional mitigation measures are not required, but some conditions of certification will be changed.
