PLEASE TAKE NOTICE THAT the Committee designated to conduct proceedings on the transition station location issues in the above-captioned matter has scheduled a Site Visit and Public Hearing as follows:

THURSDAY, FEBRUARY 8, 2001

The hearing will convene at 4 p.m. and then recess to view the site. Bus transportation will be provided. Since public access to the site is limited, all participants must use the bus for the site visit. Please contact the Public Adviser, as indicated below, to make bus reservations if you plan to view the site. The hearing will reconvene at approximately 5 p.m. after the bus returns to the hearing location.

Background

The Los Medanos Energy Center (LMEC) is a nominal 500 megawatt (MW) combined cycle power plant located south of East 3rd Street between Harbor and Columbia Streets in the City of Pittsburg. The Commission certified this project on August 17, 1999 as the Pittsburg District Energy Facility. It was subsequently purchased by Calpine Corporation and renamed the Los Medanos Energy Center. Construction of the project began on September 20, 1999 and is approximately 75 percent completed.

The project involves an underground/overhead transmission line that transitions from underground to overhead near the Delta Diablo Sanitation District's water pumping station, north of West 8th Street. According to the original plans approved for certification, the transition station was to be located above the northwest corner of the pumping station. During construction, Calpine placed the structure immediately east of the pumping station, approximately 360 feet west of Herb White Way, and approximately 390 feet north of West 8th Street. Construction of the transition structure and an additional 75-foot transmission pole have been completed.

Calpine filed a petition with the Commission seeking approval of the transition station relocation and the additional transmission pole.
